WATER SYSTEM OPERATOR

GENERAL DEFINITION OF WORK:

Performs semi-skilled work operating the Authority’s water pumping stations, wells and distribution system, repairing service lines and maintaining hydrants, meters and valves; performs work locating, reading and installing water meters and appurtenances; does related work as required. Performs essential work functions during inclement weather conditions. Work is performed under regular supervision.

TYPICAL TASKS:

Locates, tests, operates, maintains and records hydrants and valves;
Checks and maintains pump stations, wells and tank levels for proper pumping operation;
Ensures proper line pressure and water capacity;
Obtains water system data on residual, GPM, PSI, GPD pumped, percent of run time and related information;
Repairs service lines and associated equipment;
Operates Aquifer Storage and Recovery Well System;
Operates and maintains chlorination and chloramination facilities at wells and pump stations;
Maintains well houses;
Paints and repairs well houses and associated equipment;
Responds to water quality, water pressure, and water quantity complaints;
Cuts grass; sprays for weeds;
Flushes lines;
Collects bacteria samples on new and existing lines;
Tests all cross connections for proper operation and makes repairs as needed;
Performs on-call response after hours and on holidays on a rotating basis and responds to emergencies as needed;
Locates and reads water meters on assigned routes;
Responds to customer inquiries and re-reads meters;
Performs meter maintenance, tests small meters, repairs and raises meter boxes;
Uses FC 200/FC 300 handhelds to interrogate ERTs to ensure equipment is working properly;
Completes work orders and complaints as assigned;
Turns meters off and on;
Performs a variety of skills and responsibilities involved in the maintenance, repair, service and installation of commercial and residential water meters;
Performs meter performance testing;
Uses MC 3 automated reading equipment to obtain monthly meter readings for billing;
Performs computer operation on NAA, NWA, NPA, Analytics and MVRS software applications;
Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

General knowledge of water pump stations, distribution and well operating techniques, methods and practices; general knowledge of the operating characteristics and maintenance requirements of a water system; general knowledge of the operation of hydrants, pumps, wells, power tools and hand tools; general knowledge of the proper operations of water meters and associated equipment to ensure reliable and accurate meter reading for billing; general knowledge of all water department programs in the Assets, Zone Operations, Wells, and Meter Reading subgroups; general knowledge and understanding of the importance of safety to the overall success of the Authority (i.e. safety culture awareness) and appreciation for disciplined conduct of operations (work authorization process, stop work authority, etc.); ability to establish and maintain effective working relationships with coworkers and the general public; ability to maintain positive customer relations; ability to detect flaws in the operation of equipment; ability to remove, maintain, and install meters and meter reading equipment; ability to operate and perform maintenance on Authority assets with necessary hand and power tools; ability to obtain a commercial driver’s license; ability to obtain SC LLR Environmental Certification Board licensure; ability to understand and follow oral and written instructions and keep records and make reports; ability to perform basic arithmetic and computer operations; ability to read and interpret plans, as-builts, and GIS software; ability to work independently and effectively; ability to perform strenuous manual labor under all weather conditions in the field; ability to lift 50 pounds, bend, reach, stand for extended periods of time, climb stairs, ladders, twist, sit, kneel, crawl, squat and walk; ability to drive a vehicle daily; ability to use appropriate safety equipment, follow safe work procedures, understand and comply with Authority policies; and the ability to perform all tasks in a safe manner in accordance with GSWSA’s safety procedures.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school.

SPECIAL REQUIREMENTS:

Possession of SC Grade E Water Treatment License, a valid SC driver’s license, ability to obtain a SC Cross Connection Tester Certificate within 1 year.

THERE MAY BE A GREATER EMPHASIS ON CERTAIN TYPICAL TASKS DEPENDING ON WHICH SUBGROUP WITHIN THE DEPARTMENT AN EMPLOYEE IS ASSIGNED. ANY CHANGES TO AN ASSIGNED SUBGROUP ARE MADE AT THE DISCRETION OF THE MANAGER(S). THIS POSITION IS OPEN IN THE WATER DEPARTMENT. SALARY RANGE IS $28,828.80 - $59,966.40.
