CONTROLLER

GENERAL DEFINITION OF WORK:
Performs advanced professional and managerial accounting work directing the Authority's accounting operations. Responsible for financial reporting, general ledger, payroll, accounts payable, capital asset accounting, internal controls, treasury management, and supervision of Accounting Department personnel. Does related work as required.

TYPICAL TASKS:
Supervises and develops Accounting Department personnel;
Plans, organizes, and oversees the daily operations of the Accounting Department;
Oversees month-end and year-end closing processes and ensures the accuracy of the Authority's financial records;
Prepares and reviews monthly, quarterly, and annual financial statements, reports, and analyses;
Oversees payroll, accounts payable, general ledger, fixed asset accounting, and other accounting functions;
Assists with preparation of the annual operating and capital budgets and monitors budget performance;
Oversees capital project accounting, grant and loan compliance, debt accounting, and treasury activities;
Leads the annual financial statement audit and serves as the primary liaison with external auditors;
Oversees preparation of the Authority's Annual Comprehensive Financial Report (ACFR);
Assists the Chief of Accounting & Finance with budgeting, financial analysis, and strategic initiatives;
Develops and maintains accounting policies, procedures, and internal controls to ensure compliance and operational effectiveness;
Leads process improvement and business process reengineering initiatives to improve efficiency, implement best practices, and enhance financial operations;
Assists with the implementation and optimization of financial systems and ERP enhancements;
Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of accounting principles, financial reporting, budgeting, and internal controls; applicable laws, regulations, and accounting standards; proficiency with Microsoft Excel, financial management systems, and ERP software; ability to evaluate complex financial systems and develop effective accounting methods, policies, procedures, and internal controls; ability to prepare and analyze financial statements, budgets, and management reports; ability to identify opportunities for process improvement and business process reengineering; ability to establish and maintain effective working relationships with employees, management, external auditors, regulatory agencies, customers, and public officials; ability to stand, walk, and sit for extended periods of time, lift and carry up to 50 lbs., reach, bend, stoop, kneel, handle objects with hands and/or fingers, and perform other physical requirements associated with the position.

EDUCATION AND EXPERIENCE:
Bachelor's degree in accounting, finance, or a related field and six years of progressively responsible accounting experience, including supervisory experience. Governmental or utility accounting experience preferred. CPA preferred.

THIS POSITION IS OPEN IN THE ACCOUNTING DEPARTMENT. APPLICANTS WHO DO NOT MEET THE MINIMUM REQUIREMENTS FOR THE POSITION MAY BE CONSIDERED, BUT IF SELECTED THEY WOULD BE PAID BELOW THE MINIMUM UNTIL THEY SATISFY THE MINIMUM REQUIREMENTS. THE SALARY IS $80,764.90+. DEADLINE OF RECEIPT OF APPLICATION IS 5:00 PM, FRIDAY, AUGUST 7, 2026.
